Background
The Tribunals (Scotland) Act 2014 created a new statutory framework for tribunals in Scotland.  The Act created two new tribunals, the First-tier Tribunal for Scotland and the Upper Tribunal for Scotland, known collectively as the Scottish Tribunals. The First-tier Tribunal consists of a number of Chambers, each with its own jurisdiction and headed by a Chamber President.

Vacancy
The Judicial Appointments Board for Scotland (JABS) invites applications from suitably qualified individuals who wish to be considered for appointment as Ordinary Members (with surveyor rating experience) of the new Chamber which, subject to regulations, will be called the Local Taxation Chamber of the First-tier Tribunal for Scotland.

The Board is seeking ten ordinary members (with surveyor rating experience) across Scotland.  The posts are paid on a daily fee basis of £316.86 with around 7-10 days per year commitment forecast. This is an opportunity to play a key role in society supporting the delivery of justice in Scotland.

The Chamber will consider appeals relating to a number of elements of local taxation including: non-domestic rating; property valuation, calculation of council tax liabilities, and local taxation related civil penalty decisions.

The Chamber will consist of legal members, ordinary members (with surveyor rating experience) and ordinary members (with valuation experience).
 
Parallel recruitment is taking place for fifteen legal members and a further recruitment will take place in spring 2022 for ordinary members with valuation experience. 

Interviews
Interviews for these appointments are planned for March 2022.

Starting Date
It is expected that the appointments will start in autumn 2022 with a programme of training before any formal casework / hearings from 1 January 2023.
